The interim government has announced an all-party meeting to reach a national consensus on the July proclamation and has begun to send the draft to political parties in the meantime.
The meeting with the political parties will be held on Thursday [Jan 16], Advisor Mahfuj Alam said.
The July proclamation will not be issued by Jan 15 as demanded by the Anti-discrimination Student Movement and the National Citizens’ Committee due to the programme.
Addressing a media briefing at Dhaka’s Foreign Service Academy on Tuesday, Mahfuj said: “We have tried to prepare a proclamation in line with one of the students in the past 12/13 days following discussions with various political parties and stakeholders. We talked to the greater political parties such as the BNP, the Jamaat, women's organisations, teachers' organisations, different stakeholders, and students.
“They all agree on the fact that the proclamation has to be given. However, we have not been able to reach a consensus on when the declaration will be issued and what content it will contain. We hope to have an all-party meeting on Thursday."
The advisor expects that everyone will reach a consensus on this in the meeting.
Mahfuj stated, "The meeting will clarify how the government intends to issue the proclamation. We hope the declaration will reflect the aspirations of the Bangladeshi people."
Following the fall of the Awami League government during the student-led mass uprising, the Anti-Discrimination Student Movement and the National Citizens’ Committee announced their intent to issue a proclamation addressing the events of the uprising.
On December 29, they formally announced plans to unveil the July Proclamation at an event scheduled for December 31, marking the year’s end.
At an urgent press conference on December 29, Hasnat Abdullah, convener of the Anti-Discrimination Student Movement, declared, "The ousted Awami League will be deemed ‘irrelevant,’ much like the Nazis in Germany, through the declaration of the July Revolution.”
